APS5 and APS6 Policy and Program Officer Positions

The Organisation and the Team

The Department of the Environment and Energy designs and implements Australian Government policy and programs to protect and conserve the environment, water and heritage, promote climate action, and provide adequate, reliable and affordable energy.

These positions are available in the Appliance and Building Energy Efficiency Branch which supports the development and improvement of the energy efficiency of appliances, buildings and equipment in Australia. Specifically:

  • The Residential Buildings Team improves the energy efficiency of houses in Australia by developing and administering the Nationwide House Energy Rating Scheme (, the Your Home guide to environmentally sustainable homes ( and residential building policy.
  • The Commercial Buildings Team improves the energy performance of commercial buildings by developing and administering the Commercial Building Disclosure (CBD) Program (, and working on other initiatives to inform international, national and Council of Australian Governments (COAG) Energy policy.
  • The Greenhouse and Energy Minimum Standards (GEMS) Team improves the energy efficiency of appliances and equipment to save energy, reduce greenhouse gas emissions and save consumers’ money.

Within these teams there are a number of positions that require a level of technical ability that need to be filled.

The Role & Duties

In joining the Residential Buildings Team, you will become part of a small sub-team supporting the development of NatHERS and update of Your Home, as well as assisting in the planning of major changes to the scheme and other related building policy initiatives. You will get to understand and interpret technical information and distil this information to inform policy development. You also will be able to work with a wide range of stakeholders as part of the development of NatHERS policy and suggest innovative solutions to complex policy and technical issues

In joining the Commercial Buildings Team, you will become part of a small sub-team supporting the development of the CBD program, implementing new measures to assist business to reduce energy costs and emissions and other national and international initiatives to support the work of the Commonwealth Minister for Energy in achieving the Australian Government’s policy objectives. You will also work on developing and implementing a Low Energy Buildings Trajectory through the COAG Energy Council, working with State and Territory government representatives as well as industry stakeholders.

In joining the GEMS Team, you will become part of a small sub-team investigating the energy efficiency of different appliances and the effectiveness of different ways of getting this information to consumers.  You will analyse complex problems and work with industry and other stakeholders to develop innovative and practical solutions.

The Ideal Candidates Skills & Experience

  • The ability to understand, distil and explain technical information to inform policy development.
  • The ability to fit detailed information within a larger policy framework.
  • The ability to engage stakeholders to contribute to the development of solutions to complex problems.
  • The ability to develop innovative solutions to complex problems.
  • Academic qualifications, or experience, in building rating or assessment tools, engineering, architecture, economics, law, science, buildings or other energy policy.

Selection Criteria:

4. Displays personal drive and integrity – Takes personal responsibility for meeting objectives and operates as an effective representative.

5. Communicates with influence – Demonstrated ability to communicate clearly, both orally and in writing. Has the ability to produce reports, briefs and guidelines.
