Officer Environment - (2 Positions Available):

1.  OFFICER ENVIRONMENT ASSESSMENTS

The primary function of this position will be to act as the technical authority and point of contact for matters relating to the preparation and delivery of environmental assessments as an internal referral agent for the development application process.  You will provide expert advice and support to internal stakeholders to ensure compliance with environmental and planning legislation.

2.  OFFICER ENVIRONMENT STRATEGY & PROGRAMS

The primary function of this position will be to deliver Council's environmental program requirements outlined in the Enviornmental Strategy and Operational Environmental Program (natural areas).  The position will also deliver community engagement and environmental program requirements including Councils Environment Committees and partners.

Role Overview

Both these positions will work collaboratively across Council and Community to champion environmental matters, providing a high-level of technical support. The positions are responsible for implementation of Council’s environmental management system (EMS) which includes policies, strategies and programs such as the Environment Strategy, Environmental Education Program, Operational Environment Program and Strategic Environmental Land Management Program.

Essential Knowledge & Skills:

  • Qualifications (Post Graduate Degree, Degree) in Environmental Science, Environmental Management, or similar.
  • Knowledge of environmental legislation relevant to Local Government. 
  • Demonstrated experience in project management, contract management and contractor management, stakeholder and community engagement.
  • Demonstrated ability to work autonomously and as part of a team, manage time effectively, identify workload priorities and meet deadlines.
  • Experience in planning, coastal management or environment and natural resource management related positions within Local or State Government, private consultancy or community group.
  • Well-developed interpersonal and communication skills with the ability to negotiate outcomes, collaborate and work constructively with internal and external stakeholders, senior staff across the organisation and government agencies.
  • Extensive knowledge of and the ability to identify flora and fauna and fauna habitat on-site.
  • Demonstrated ability to manage significant projects with multiple stakeholders and deliver on time and within budget.
  • Demonstrated ability to work autonomously and as part of a team.
  • Demonstrated ability to manage time effectively, identify workload priorities and meet deadlines.
  • Highly developed written and verbal skill to facilitate report writing, presentations and program preparation and delivery. 

Essential Requirements:

  • Provide expert environmental advice to internal stakeholders as a referral agent for the development application process to ensure Council's compliance with environmental and planning legislation.
  • Assist the Coordinator Environment Services with preparation, review and implementation of environment programs / projects as per Environmental Services Business Plan, environmental policy and strategic environmental deliverables as per Councils Corporate strategic plan.
  • Delivery of Councils environment induction & education program.
  • Management of contractors and consultants to ensure project deliverables are met.
  • Liaise with Council and Community stakeholders responding to inquiries and submissions.
  • Develop and maintain positive professional relationships with internal and external stakeholders, NRM community groups, grant bodies and relevant government agencies.
  • Provision of regular reports and updates to the Coordinator, including annual reporting
  • Responsibility for preparation of grant funding applications when approved by ELT.
