About the Role

Do you have a strong background in water regulation and a passion for excellent rural water management? Southern Rural Water is seeking a Manager Water Licencing, which is an exciting new position that may be the perfect next step for your career.

This role will see you lead a driven team responsible for determining water licence applications and compliance with water licence conditions. Additionally, you will be responsible for ensuring that regulatory powers are applied in a fair and equitable manner, supporting the lawful and efficient discharge of Water Act 1989 powers that relate to water licences. This role requires an individual who has extensive regulatory knowledge with the ability to read, interpret and apply legislation.

The successful candidate will be an excellent communicator and an experienced leader with a demonstrated ability to successfully motivate employees and engage with a variety of stakeholders.

As the Manager Water Licencing, some of your responsibilities will include:

  • Manage Water Licence application processes within required timeframes including licences related to regulated water supply, unregulated surface water and groundwater sources, works including bores and private dams spanning a range of complexity
  • Prepare for and represent SRW in Victorian Civil and Administrative Tribunal appeals relating to water licencing processes and determinations
  • Identify opportunities and initiate action to improve policy, guidelines, systems and processes through consultation
  • Manage complaints in accordance with established complaints handling procedures, particularly in respect to matters received through the Victorian Energy and Water Ombudsman
  • Engage with key stakeholders across the water sector to share learnings toward the vision of excellence in rural water management
  • Provide leadership and support to teams and individuals reporting to this position to ensure work is undertaken consistently, thoroughly, efficiently and completed in line with performance targets
  • Maintain extensive knowledge of the Water Act 1989, associated regulations, policies and guidelines along with water licence applications processes and enforcement pathways
  • Prepare statutory reports, correspondence, briefs of evidence and briefing papers as required

About you

The successful candidate for this position will be able to demonstrate some of the desired experience and abilities below:

  • Tertiary Qualification in fields related to resource regulation or water management and/or public administration
  • Previous experience in the water industry in management-based roles, or extensive experience in regulatory leadership positions.
  • Ability to understand compliance matters across a range of complexity levels in light of legislative requirements
  • Excellent time management skills
  • Clear leadership skills with the ability to motivate employees to contribute to team goals with a strong customer focus
  • Excellent communication and stakeholder engagement skills
